3. Comments These tables were drawn up and approved by the competent federal and regional services. It has formed a Belgian contribution to the process of preparing for the 5th international conference on the protection of the North Sea (Bergen , Norway , 20-21 March 2002). The green or red areas indicate substances for which the “North Sea Commitments” have been reached in due time or not. Grey zones indicate an absence of commitment in this context. These tables provide the best estimate of discharges into the water and emissions into the air, available at that time, rather than that of real loads actually ending up in the North Sea . The discharges and emissions reported are 'at source' values. Various processes occur during the journey from the source to the North Sea , during which substances are deposited in the ground, carried along by trickling water, adsorbed by sediment, returned to suspension, etc. The substances also undergo various different forms of decomposition and those with little resistance may not reach the sea in large quantities. The estimations for pesticides marked with an asterisk were based on sale and consumption figures. For lindane, it did not prove possible to make a distinction between discharges and emissions and the figure given is the total. The words 'phased out' concern substances which were no longer authorised as a pesticide before or in 1985. However, some of them may still be used in industrial processes and therefore generate limited and unintentional discharges and emissions. Since then, endosulfan, atrazine and parathion have also been phased out and the use of their existing stocks has been accepted until 17.07.2003, 10.09.2005 and 09.01.2003 respectively (http://www.phytoweb.fgov.be) . Even with a little delay, this is a good step to the completion of our North Sea Commitments. |
